Open Burning Authorization and Registration

  • A provincial ban on open burning is in effect in the Coastal Region. As a result, open burning is prohibited in Metro Vancouver. Find more information about bans and restrictions from the Province of BC​.

​Open burning is prohibited unless you obtain authorization from Metro Vancouver. Metro Vancouver authorizations do not replace a municipal burn permit. Contact your local fire department for information about how to obtain a municipal burn permit.

Choose one option to obtain Metro Vancouver authorization:

  1. Register under Metro Vancouver's Open Burning Emission Regulation Bylaw No. 1355 using the Open Burning Registration Form​.
  2. Apply for an ​open burning approval under Metro Vancouver's ​Air Quality Management Bylaw No. 1082. ​

Before you burn

  1. Reduce or eliminate burnable material
    • Consider alternatives like chipping, grinding, shredding, composting, or mulching.
  2. Ensure your burn pile contains no prohibited materials
  3. Obtain Metro Vancouver authorization
  4. Confirm your burn meets the requirements of OBER or your approval.
  5. Notify your neighbors
    • Use email, mail, phone, hand delivery, social media, or post a notice at the property line.
  6. ​Notify Metro Vancouver
  7. Check the Ventilation Index before starting your burn to ensure burning is permitted
    • Using an air curtain incinerator may allow additional burning days.
  8. Maintain a burn record
  9. Limit your burning frequency
    • No more than 12 days (or portions of days) per year and 6 per month.

Purpose of open b​urning restrictions in Metro Vancouver

Metro Vancouver has mandate to protect human health and the environment. Smoke emissions from open burning of vegetative debris contain fine particulate matter, nitrogen oxides, volatile organic compounds, and other harmful substances. These air contaminants can affect health and the environment, and some contribute to climate change. Because of the population density in parts of Metro Vancouver, smoke emissions from open burning can impact many people. Within the region, open burning activities are authorized for certain times under specific conditions.

Bylaw 1355 provides a simpler and more efficient way to manage open-air burning of vegetative debris in cases where specified requirements are met, while protecting air quality and health. ​​​​​​​​

 

 

Impacts to Human Health and the EnvironmentImpacts to Human Health and the Environment<div class="ExternalClassFB46FF60B7EC435F82BBE1B59A7A859C"><p>Open burning — whether for waste disposal, warmth, or ambience — produces far more smoke than other methods of disposal or controlled combustion.</p><p><strong>Health risks</strong><br> Smoke is a serious threat to human health. It lowers air quality by releasing fine particles (PM2.5) that penetrate deep into the lungs and can worsen asthma, heart disease, and other conditions. Smoke also carries gases and chemicals such as nitrogen oxides (NOx) and volatile organic compounds (VOCs), which form smog. Toxic substances like dioxins, polycyclic aromatic hydrocarbons (PAHs), and carbon monoxide may also be present.</p><p><strong>Local environmental impacts</strong><br> At the community level, smoke contributes to haze and poor visibility. NOx, VOCs, and fine particles combine to degrade regional air quality.</p><p><strong>Global impacts</strong><br> On a larger scale, uncontrolled fires release black carbon (soot). This pollutant absorbs sunlight and reduces the reflectivity of snow and ice, trapping more heat in the atmosphere and accelerating climate change.</p><p><strong>Rules and restrictions</strong><br> Burning land clearing debris or vegetation is prohibited unless authorized. Also check with your local fire department for municipal restrictions before any open burning.​<br></p></div>
