In 2025, Metro Vancouver invited Deloitte Canada's governance experts to do an independent review of Board Governance at the organization. The review was completed May 23, 2025, and implementation of recommendations is now underway.
The review found that the regional district model has served the organization well for several decades and in many instances has been recognized as a leader in regional planning and infrastructure delivery.
Background
The independent Board Governance Review was officially launched in February 2025 to review the Metro Vancouver Board and committee structure, compensation for Board and committee members, and Board decision-making processes. The provincial government partnered with Metro Vancouver on this review, and Deloitte Canada was the independent third party selected for the review.
At the May 23 Board meeting, the Metro Vancouver Board received the recommendations from the Board Governance Review and took immediate steps to begin implementing the recommendations put forward. This includes:
- Creating a Governance Committee with broad regional representation to lead the Board's efforts in implementing the recommendations in the Board Governance Review Report
- Strengthening the organization's internal audit function
- Drafting revisions to the
remuneration bylaw
- Eliminate double meeting fees
- Eliminate meeting fees while travelling on Metro Vancouver business
The Governance Committee and its membership were
officially announced at the June 27, 2025 Board meeting. Their first meeting was held on
July 16, 2025. The Province has a representative participating on the Governance Committee and supporting implementation of relevant Governance Review recommendations.
