Board Governance Review - Board Size and Structure changes

In July 2026, Metro Vancouver chose to move ahead with changes to the size of the four Metro Vancouver boards. This decision followed a detailed review of options and public input. Provincial support is required for implementation.

If supported by the Province, these changes will cap the number of directors per member jurisdiction to three while maintaining weighted voting. This new cap will be applied to each of Metro Vancouver’s four boards.

This change will improve decision-making speed, efficiency, and strategic focus while maintaining proportional representation for all member jurisdictions, ensuring every municipality remains involved in decisions at Metro Vancouver.

This change was also the preferred option heard through public engagement.

Additional changes

Metro Vancouver will also explore:

  • Creating a Major Projects Oversight Board: This new Board (formally a ‘select Committee’), would provide enhanced governance and oversight of Metro Vancouver’s largest and most complex water and wastewater infrastructure projects. Both elected officials and externally appointed directors with technical expertise in infrastructure delivery would sit on this Board.
  • Moving towards a single sewerage area: Engagement indicated strong support for moving from four sub-regional sewerage areas to one unified sewerage area. This move would bring sewerage management in line with Metro Vancouver’s single water area. Staff will bring more information to the Board for consideration, including proposals for a managed, staged transition that is equitable and recognizes the impact on member jurisdictions and ratepayers.​

​​Metro Vancouver’s four boards

Metro Vancouver is four separate legal entities, each with its own board of directors and areas of responsibility. These Boards are:

  • Metro Vancouver Regional District (MVRD)
  • Metro Vancouver Housing Corporation (MVHC)
  • Greater Vancouver Water District (GVWD)
  • Greater Vancouver Sewage & Drainage District (GVS&DD)

Engagement included Governance Committee members and Board Directors; Member jurisdictions (elected officials and staff); local First Nations; Metro Vancouver staff; the provincial government (elected officials and staff), and the public.

Each option was assessed on the following criteria:

  • Improvements in efficiency, decision making, oversight, and strategic alignment
  • Municipal representation / stakeholder impact
  • Size / scalability / time and ease to implement

Next steps

For Metro Vancouver to implement the cap of three Board Directors per member jurisdiction, support is needed from the Province to change either the Local Government Act or the Municipalities Enabling and Validating Act which governs Metro Vancouver’s responsibilities and authorities.

Before additional changes are implemented— moving to a single sewerage area and implementing a Major Projects Oversight Board — more information will be brought to the Board for consideration, and the MVRD Board will make a final decision on approach.
