Metro Vancouver, in partnership with the Province and 11 member jurisdictions, is developing a blueprint to accelerate the design and approvals of affordable rental housing.
The Rental Housing Blueprint has two main elements:
- Standardized regulations
- Standardized design approach
Standardized regulations
Metro Vancouver is developing standardized zoning and regulations to streamline rental housing delivery and accelerate permitting approvals. This is being co-developed in partnership with 11 member jurisdictions. Metro Vancouver is funding this project through its Sustainability Innovation Fund.

Standardized design approach
Metro Vancouver is part of a team developing pre-approved designs for six-storey buildings, which will be made available open source, and have the potential to reduce the cost and increase the speed of housing delivery.
Using prefabricated components and moving towards off-site construction has the potential to cut the cost of construction and speed up rental housing delivery by 20 to 50 per cent when fully scaled.
Metro Vancouver Housing intends to test the designs through a demonstration project when building a future affordable housing building.
Working together
To change the way housing is delivered requires engagement across all levels of the process. This project brings together housing providers and funders, local and regional governments, researchers, and other technical and industry partners to develop the designs.
