North Shore Wastewater Treatment Plant Program – Construction Activity and Updates

Construction activity at the North Shore Wastewater Treatment Plant is increasing as PCL, the construction manager, continues work towards completing the new facility.

Construction updates

As construction progresses, monthly status reports will share updates across different areas of the project, such as construction, project schedule, project spend, safety, environment, and quality, among others.

Community updates

We also provide the community with updates about the project and site activities approximately once a month through an email newsletter. You can sign up to be on the mailing list by clicking the button under “Stay Connected".​

Current activity at the treatment plant site

  • New traffic patterns along West 1st Street
  • Construction noise and vibration from power tools and equipment
  • Crews building formwork and pouring concrete
  • Crews receiving and installing structural steel
  • Vehicles delivering materials and equipment to the site via West 1st Street, between Pemberton and Philip Avenues
  • Crews using cranes to move equipment and materials around the site

Metro Vancouver recognizes that long-term construction can be challenging for nearby residents and businesses. We are committed to minimizing construction impacts wherever possible.

A community liaison is available to respond to concerns, answer questions, and share project updates as they arise. 

Work hours (current)

  • Monday to Friday: 7:00 am to 8:00 pm
  • Saturday: 9:00 am to 5:00 pm

Work hours (extended, in effect May 2026)

Once extended work hours come into effect, PCL will have limited work activity during these hours:

  • Monday to Friday: 8:00 pm to 7:00 am
  • Saturday and Sunday: 7:00 am to 6:00 pm

These hours are in addition to current daytime working hours. All work complies with the Building Permit issued by the District of North Vancouver to the project.

Managing noise during overnight work

We understand that noise can be a concern, especially overnight. To reduce impacts on our neighbours and the community, the construction contractor (PCL) will:

  • Work with a local acoustic specialist to stay within approved overnight noise limits. These limits are based on existing background noise levels in the Norgate and Pemberton Heights neighbourhoods.
  • Follow a noise management plan to address anticipated overnight and weekend site activities.
  • Review all tools, equipment, and activities planned during extended hours to determine how to work without causing noise impacts.
  • Use noise monitoring equipment on site and in nearby neighbourhoods to track noise levels in real time.
  • Have a dedicated Noise Monitoring Coordinator to monitor noise, investigate concerns in real time if a noise threshold is reached, and take action if needed.
  • Train all workers on noise awareness and noise-reduction procedures before they work on site.

Reporting noise or urgent issues

Working with our neighbours and the community is important to us. If construction noise is disruptive — especially during overnight hours — please contact us using the steps below:

  • Call the Community Liaison phone number: 604-639-9012. Your call will be received by our 24/7 call centre.
  • Share details about noise or any urgent issue to the 24/7 call centre staff.
  • Your concern will be immediately shared with the PCL Nighttime Superintendent, who will investigate and take action, as appropriate.
  • The Community Liaison will follow up with you by phone or email on the next business day.
