Compliance and Enforcement

​​Metro Vancouver officers are responsible for ensuring businesses operate within the terms of Metro Vancouver's air quality, liquid waste, and solid waste bylaws as well as site-specific permits and licenc​es. If a company is not in compliance with these terms, there are several regulatory options available including education, compliance promotion, and enforcement measures. 

Enforcement measures available to Metro Vancouver include notices of bylaw violation (NBV), municipal ticket information (MTI or ticket), and prosecution.

NBVs issued to corporate entities that have been paid, upheld, or for which there is no active dispute process; and MTIs and prosecutions involving corporate entities where the entity has been deemed guilty of the offence.

  • NBVs may be used to enforce specific bylaw violations using a simple, cost-effective process. Penalty amounts vary up to a maximum of $500. We enforce:

    NBVs issued to corporate entities since March 13, 2024 that have been paid, upheld, or are no longer in a d​ispute process, are summarized in the following table.​

  • A MTI or ticket is used for more technically complex or repeat air quality bylaw offences. Fine amounts vary up to a maximum of $1,000. Tickets are used to enforce compliance with air quality bylaws and are issued in accordance with GVRD Ticket Information Utilization Bylaw No. 1050, 2006.

    MTIs issued to corporate entities in the past three years that have been paid or are no longer in a dispute process are summarized in the following table.

  • Court prosecutions are a legal process where an entity is formally charged and the matter is heard in a court of law by a judge. Formal charges are initiated by Metro Vancouver when there is sufficient evidence of the alleged offence, and the public interest in the maintenance of environmental values requires prosecution.

    Prosecutions of corporate entities pursued by Metro Vancouver for offences under air quality, liquid waste, or solid waste bylaws, where the corporate entity has been found guilty, are summarized in the following table.
