| Metro Vancouver Regional District Electoral Area A Clean-Up Service Establishment Bylaw No. 1433, 2026 | Metro Vancouver Regional District Electoral Area A Clean-Up Service Establishment Bylaw No. 1433, 2026 | <div class="ExternalClass6A413450A21F4366AAFDB3F1659A48C3"><p>This is a notice to advise electors in the Metro Vancouver Regional District (MVRD) of the intention to adopt Metro Vancouver Regional District Electoral Area A Clean-Up Service Establishment Bylaw No. 1433, 2026 (MVRD Bylaw No. 1433, 2026). The purpose of MVRD Bylaw No. 1433, 2026 is to establish a barge and bin clean-up service for the Electoral Area A water-access communities of Bowyer Island, Passage Island, Indian Arm (including Boulder Island and Carraholly Point), and Pitt Lake (collectively, the “Service Area”) located inside the black boxes in the map below. </p><div>

<p>To date, Metro Vancouver has organized barge clean-up events every two years that have been funded by reserves and an unconditional provincial grant. This funding model is not sustainable due to increasing demand for the service and rising operational costs.</p><p>The Metro Vancouver Regional District Board (MVRD Board) may proceed with establishing barge and bin clean-up service for water access communities in Electoral Area A, unless at least 10% of the electors in the Service Area indicate the MVRD Board must obtain assent of the electors before proceeding.</p><h3>Ways to submit an Electoral Response Form</h3><p>Elector responses must be in the form established by the MVRD Board. Elector Response Forms are available during regular business hours from the Information Centre on the 29th floor of Metrotower III, 4515 Central Blvd, Burnaby, Monday to Friday (excluding Wednesday, July 1, 2026), between 8:00 am and 4:30 pm, and on the MVRD website below.</p><ul class="fa-ul"><li>

<p>Only electors of Electoral Area A water-access communities of Bowyer Island, Passage Island, Indian Arm (including Boulder Island and Carraholly Point), and Pitt Lake located inside the black boxes in the map above are entitled to sign the Elector Response Form. </p><h3 class="uk-margin-remove-top">Deadline to respond<br></h3><p>The deadline for the Chief Election Officer to receive Elector Response Forms is
<strong>4:30 pm on July 29, 2026</strong>. Electronic copies will not be accepted.</p><p>The number of elector responses required to meet the 10% threshold is 18.
