Hellings Reservoir ProjectHellings Reservoir Project<div class="ExternalClass9B453D0999254FE289BE8702E82C42F3"><p>To meet the growing demand for drinking water in Delta, Metro Vancouver is planning to expand the existing concrete reservoir located at 8544 116 Street in the City of Delta, called the Hellings Reservoir.</p><p>Metro Vancouver owns and operates numerous water reservoirs across the region. This includes natural reservoirs at each of the three water sources (Capilano, Seymour and Coquitlam) that store raw water collected from our water supply areas,and 26 in-system reservoirs that store treated drinking water that is ready to be used by homes and businesses. </p><p>The Hellings Reservoir Project will take place in two phases from early 2023 until summer 2025.<br></p>​<span id="ms-rterangecursor-start"></span><span id="ms-rterangecursor-end"></span><br></div>City of Delta

 

 

Reservoir Construction DelayedReservoir Construction Delayed<div class="ExternalClass5CBCEF23E2534D9D9489A1B6FF12B789"><p> The Hellings Reservoir project was scheduled to begin construction in early 2023.</p><p> <strong>However, the project has been put on hold temporarily due to budget considerations and construction will not begin in early 2023 as planned. </strong></p><p>Metro Vancouver received higher than anticipated bid prices for construction of the Hellings Reservoir project. The bid prices exceeded the allocated budget and, as a result, we are not able to proceed with the project at this time. Metro Vancouver will assess our operational and long term needs to meet the growing demand for drinking water in Delta before moving forward with the project. Pre-construction activities have been completed on 86 Avenue, east of 116 Street. Project activitiesProject activities<div class="ExternalClassC87DEE68EFF84F4CA1C220EEF8F838D5"><p>Prior to construction beginning, Metro Vancouver will be relocating the air quality monitoring building from the project site to a new location. During phase one, we will be installing a new water main on 116 Avenue to connect the new reservoir to the regional drinking water system. </p><p> <strong>Phase one construction activities include: </strong></p><ul><li>Removing approximately 75 trees from within the project area </li><li>Temporarily removing boulevards on 116 Street to ensure two-way traffic </li><li>Excavating a trench to relocate existing utilities and install a new 110-metre-long water main </li><li>Replacing a section of City of Delta’s storm sewer pipe on 116 Street and 85 Avenue ​<br></li><li>Backfilling work area and installing temporary pavement; permanent paving will be completed at end of project </li></ul>​​ <p>During phase two we will be building a new eight-metre above-ground concrete reservoir beside the existing reservoir. </p><p> <strong>P</strong><strong>hase two construction activities include: </strong></p><ul><li>Excavating a three-metre deep pit in the project area to build the foundation for the new reservoir </li><li>Constructing a new above-ground valve chamber that will that will be used to regulate the flow of water in the water distribution system<br></li><ul></ul></ul> ​<br></div>
Traffic and accessTraffic and access<div class="ExternalClass1E0DA29717A143F5BB621CEF36194428"><p>Metro Vancouver will be doing the following to minimize construction impacts:</p><ul><li>Maintaining two way traffic along 116 Street for the majority of construction; there may be short durations when single lane alternating traffic is required </li><li>Installing a sound barrier around the work zone during reservoir construction to minimize construction noise </li><li>Implementing dust mitigation measures such as street watering When crews are installing the water main, access to driveways may be restricted during construction work hours. </li></ul><p>Bus service and schedule may be temporarily affected by this work. Work hoursWork hours<div class="ExternalClass0A590B8F43B64D7883A52A8F5BFB4950"><p>Hours of work may change depending on construction needs. If work outside of the typical construction hours is required, Metro Vancouver will apply for a bylaw variance with the City of Delta.</p><p> Typical hours of work are:</p><ul><li>Monday to Friday: 7:00 am – 7:00 pm </li><li>Saturday: 9:00 am – 7:00 pm <br></li><li>No work on Sunday and holidays<br></li> </ul>​​ </div>
