Annacis Water Main South – Scott Road Section Annacis Water Main South – Scott Road Section <div class="ExternalClass18EA35BAD45B4BA88FD759324619AFC8"><p>Metro Vancouver is constructing the Annacis Water Main South in Surrey and Delta to increase the delivery of high-quality drinking water to communities south of the Fraser River. The Annacis Water Main South is approximately 3 kilometres long and 1.8 metres in diameter. It will run from River Road to 90 Avenue.</p><p>The project has been divided into three phases. Phase one was completed in 2022 and phase two is currently in construction. </p><p>The Scott Road section is the third phase, scheduled to take place from summer 2026 to fall 2028. Project UpdateProject Update<div class="ExternalClassC8B441D7FE15406FBE0BC10D965DEA5C"><p>Beginning in July, the water main will be installed in segments, starting from 119B St between 94 Ave and 93A Ave, and 93A Ave between 119B St and 120 St in Delta. Project activitiesProject activities<div class="ExternalClass0BAC3ABB42504259A36174AF479BADAB"><p>​​<strong>Site preparation</strong></p><p>Ahead of major construction activities, the contractor will: </p><ul><li>Install construction signage and tree protection fencing</li><li>Set up a temporary storage area and site office trailers</li><li>Deliver equipment and materials </li><li>Collect soil samples to understand ground conditions </li><li>​Relocate existing utilities to accommodate new infrastructure </li></ul><p>​​<strong>Construction</strong></p><p>Once the site is ready for construction, the contractor will:</p><ul><li><strong>Install the water main:</strong> The new water main will be installed in segments. This work will include setting up a 200-metre work zone, excavating a large trench, placing wall supports, installing steel pipes with a diameter of 1.8 metres, and temporarily restoring the impacted roadway before moving to the next segment. </li><li><p><strong>Construct two underground flow meter chambers: </strong> Two flow meter chambers will be constructed to measure the water flow in the new main. One chamber will be located at the intersection of 93A Avenue and 120 Street, and the other at Holt Road and 90 Avenue.</p><p>This work will include investigating the site, excavating a large trench, building an underground concrete chamber, installing conduit to connect the new meter to an existing electrical kiosk, and temporarily restoring the area. Each flow meter chamber will take approximately six months to construct. </p></li><li><strong>Clean and test the water main:</strong> Crews will excavate a small area at each end of the water main to conduct pressure testing and disinfect the new pipes. </li></ul><p>​​<strong>Restoration</strong></p><p>During the restoration phase, construction crews will permanently restore roadways, sidewalks, curbs, boulevards, and other impacted areas to previous or better condition.</p><p>​​<strong>Water main connection</strong></p><p>Once the entire Annacis Water Main South is constructed, Metro Vancouver will return to the area to connect the new water main to the existing water distribution system via the Annacis Water Supply Tunnel and the Kennedy Newton Water Main.</p></div>
Impacts and mitigationImpacts and mitigation<div class="ExternalClass53A6783C89B0461F98863DA7A5B667CE"><p>Metro Vancouver recognizes that project activities will impact residents, schools, businesses, and commuters. Construction impacts may include noise, dust, driveway and road closures, and parking restrictions.</p><p>As part of our commitment to minimize these impacts, we will work with the City of Surrey and City of Delta to identify impacts early and take measures to prevent or reduce them. Wherever possible, the contractor will: </p><p><strong>Traffic and safety</strong></p><ul><li>Develop and implement a project-specific traffic management plan </li><li>Use fencing, traffic control personnel, and signage to support safe movement around the area</li><li>Schedule extended daytime and nighttime work on Scott Road/120 Street during summer months to minimize traffic impacts</li><li>Keep driveway disruptions to a minimum and provide alternate residential parking spaces as needed </li><li>Coordinate traffic management with both municpalities and other stakeholders, including transit and railway operators </li></ul><p><strong>Noise and vibration</strong></p><ul><li>Install sound barriers and cover noisy equipment during use </li><li>Avoid noisy activites, such as hydro-vacuuming and jackhammering, before 8:00 am on weekdays and 9:00 am on Saturdays</li><li>Monitor noise and vibration regularly to ensure compliance with municipal bylaws and granted bylaw variances</li></ul><p><strong>Air quality and dust</strong></p><ul><li>Minimize idling of construction vehicles</li><li>Keep the site and surrounding areas clean through road sweeping and watering</li></ul><p><strong>Garbage collection</strong></p><ul><li>Provide temporary access for solid waste and recycling collection vehicles</li><li>Alternatively, assist residents by moving waste bins to a designated collection area</li></ul></div>
Work hoursWork hours<div class="ExternalClass43CD5CAC5D3B46A3AB81BFD90C5652E1"><p>Typical work hours will be:</p><p><strong>Surrey</strong></p><ul><li><strong>Monday to Saturday:</strong> 7:00 am – 5:00 pm</li><li><strong>Sunday and holiday:</strong> No work planned</li></ul><p><strong>Delta</strong></p><ul><li><strong>Monday to Friday:</strong> 7:00 am – 5:00 pm</li><li><strong>Saturday: </strong>9:00 am – 5:00 pm</li><li><strong>Sunday and holiday:</strong> No work planned</li></ul><p>All work will comply with the City of Surrey and City of Delta bylaws or granted bylaw variances.</p><p>There may be times when crews will need to work longer hours to complete critical activities safely and efficiently. Metro Vancouver will notify the community about these activities in advance. <br></p></div>
