Pacific Spirit Regional Park has reached full capacity for 2026, and applications are now closed. Applications for 2027 will open in fall 2026.
Anyone offering dog walking activities in regional parks on a commercial basis needs to apply for a dog walker permit. This permit helps ensure your work aligns with park values and operations while protecting these shared spaces for everyone to enjoy.

Protection of regional parks
Metro Vancouver supports responsible recreation in regional parks including professional dog walking services that connect people and pets with nature. A Commercial Use Permit allows Metro Vancouver Regional Parks to manage business activities in regional parks to ensure they do not negatively impact park resources, operations, or public enjoyment.
Regional parks are more than scenic trails. They provide vital habitat for wildlife and protect sensitive ecosystems. By working together, we can support safe, respectful dog walking while caring for these important natural areas.
Bylaw requirements
In accordance with the Metro Vancouver Regional District Bylaw 1420, section 66 states:
Except in compliance with a valid commercial use permit issued to the person, a person must not carry on any business, trade, profession, commercial activity or occupation, including activities on a non-profit basis.

Dog walker permit application process
After you submit your application, we will review it for alignment with Regional Parks policies. Please allow up to four weeks for processing.
Please note:
- Submitting an application does not guarantee approval.
- All terms and conditions must be met before a permit is issued.
- Additional licenses and information may be required, such as a municipal business license.
Once your application is approved
Requirements
- Fee payment
- Non-refundable application fee: $200 plus GST (first time applicants only)
- New Permit fee: $250 per dog walker plus GST
- A vest must be worn by each dog handler: $50 per vest
- Proof of Comprehensive General Liability Insurance (minimum $5 million per occurrence)
