Nature educators that are running commercial or non-profit activities in regional parks need to have a Commercial Use Permit. Commercial Use Permits allow Metro Vancouver to manage business activities in regional parks to ensure they do not negatively impact park resources, operations, or public enjoyment.

Metro Vancouver supports outdoor learning experiences in regional parks. If you're a nature educator offering programs or activities on a commercial or non-profit basis, you must apply for a Commercial Use Permit. This permit helps ensure your work aligns with park values and operations while protecting these natural spaces for everyone to enjoy.
Regional parks provide homes for wildlife and protect sensitive ecosystems. By working together, we can foster meaningful outdoor education while caring for these important places.
Bylaw information
In accordance with the Metro Vancouver Regional District Bylaw 1420, section 66 states:
Except in compliance with a valid commercial use permit issued to the person, a person must not carry on any business, trade, profession, commercial activity or occupation, including activities on a non-profit basis.

Application process
After you submit your application, we will review it for alignment with Regional Parks policies. Please allow up to four weeks for processing.
Please note:
- Submitting an application does not guarantee approval.
- All terms and conditions must be met before a permit is issued.
- Additional licenses and information may be required, such as a municipal business license.

Requirements
- Fee payment
- Non-refundable application fee: $200 plus GST (first time applicants only)
- Permit fee: $220 plus GST
- A vest must be worn by each educator: $50 per vest
- Registered non-profit organizations are eligible for a 50% discount on both the permit fee and the application fee.
- Proof of Comprehensive General Liability Insurance
- Signed Indemnification Agreement
