Admiralty Heights Subarea Plan

Overview

Metro Vancouver is expanding access to parkland in collaboration with səlilwətaɬ (Tsleil-Waututh Nation). Help shape the future of the Admiralty Heights subarea in təmtəmíxʷtən/Belcarra Regional Park.

The place currently called “Admiralty Heights” is a 275-hectare subarea of predominantly mature forest located in the southwest corner of təmtəmíxʷtən / Belcarra Regional Park. təmtəmíxʷtən is a səlilwətaɬ ancestral village site and a core part of their territory, which they have stewarded since time out of mind. ​

As part of their Cultural Planning and Cooperation Agreement, Metro Vancouver and səlilwətaɬ are co-developing a long-term park management plan for Admiralty Heights. The plan will guide decision making over the next 20 plus years related to ecosystem and wildlife stewardship, səlilwətaɬ cultural use and visibility, trails and wayfinding, amenities, park operations, and nature education programming. The land is all dedicated parkland and will remain a park.

Metro Vancouver and səlilwətaɬ are inviting community input to help inform a long‑term vision for the Admiralty Heights subarea.​

Informed by local knowledge, best practices, ecological data, and public input, the plan aims to reflect the diverse values and needs of those who use and care for the park for decades to come.​

Engagement

Phase 1 engagement

The purpose of Phase 1 engagement was to gather input and identify opportunities for the Admiralty Heights Subarea Plan. The first phase of public engagement took place between July 7 and July 31, 2026. During this time, Metro Vancouver and səlilwətaɬ invited park visitors to complete a survey and attend pop-up information sessions. Thank you to everyone who participated.

Next steps

In winter 2026 and spring 2027, Metro Vancouver and səlilwətaɬ will analyze input and develop a draft management plan. Metro Vancouver and səlilwətaɬ will seek feedback on the draft before refining and finalizing it. Metro Vancouver and səlilwətaɬ continue to engage with the səlilwətaɬ community, City of Port Moody, Village of Belcarra, Village of Anmore, key agencies, and community groups.
