​Locating jobs close to where people live and near the transit network supports the creation of complete, walkable communities, reduces social inequities in the region, and helps to reduce energy consumption and greenhouse gas emissions through reduced vehicle travel and increased active transportation.

Metro 2050 aims to support more employment close to home. Average travel duration is an important indicator of employment accessibility. While an overall reduction in commute length and duration is positive, it is important to note that commute duration could increase as use of transit increases. The analysis of commuting duration data should be carefully balanced with commuting destination data.

Contextual performance measure

Metro 2050 establishes the performance measure as the average number of minutes travelled for commute (region-wide).
