​Metro 2050​​ sets a target of containing 98% of the region’s growth to areas within the Urban Containment Boundary. Focusing growth in this boundary minimizes urban sprawl and its negative impacts, protects agricultural, industrial, and ecologically important lands, and supports the efficient provision of major regional transportation and infrastructure investments.​

Key performance measure

Metro 2050 establishes the performance measure as percentage of regional dwelling unit growth located within the Urban Containment Boundary, with a target of 98%.

Progress​​

This key performance measure is on track. Between 2016 and 2021, 98% of the region’s dwelling unit growth occurred within this boundary. ​

​​Historical context

This performance measure was introduced with the adoption of the previous Regional Growth Strategy, Metro 2040, and carried forward into Metro 2050. Since the establishment of this measure in 2011, Metro Vancouver has been on track to containing 98% or more of the region’s growth to areas within the Urban Containment Boundary​.​​​​​​

This information is from Metro Vancouver, Regional Planning and Housing Services internal database, as well as custom census data from Statistics Canada. “Dwelling units” represent the private dwelling units occupied by usual residents as defined in Census 2021. Vacant homes, collective dwellings, etc. are excluded. The dwelling unit data is not adjusted with the census undercount or overcount estimates. Municipal totals do not include First Nation Reserves and Treaty Lands within the respective municipal boundary, except for geographies that do not meet minimum area suppression as defined in Census 2021.​
