Abo​ut the project

Planning for the Iona Projects formally began in 2018. In March 2022, Metro Vancouver’s Greater Vancouver Sewerage and Drainage District (GVS&DD) Board endorsed a conceptual design for the project and in October 2025, the Board endorsed an alternative approach to mitigate ​impacts on rate payers while ensuring we are able to meet regulatory requirements as soon as possible.

Summary of the alternative approach for the Iona Projects:

  • Add incremental secondary treatment to the existing plant to improve effluent quality sooner
  • Rehabilitate the existing primary plant and replace it as a future project
  • Focus on the delivery of project components that will help meet regulatory compliance
  • Reprioritize and defer sub-projects not required for secondary compliance​

Early works and priority activities

Metro Vancouver is advancing early work and priority activities to prepare for construction of the upgrades. The following project work is taking place, with some activities including work on and around Iona Island.​

 

 

Design of the treatment plant upgradeDesign of the treatment plant upgrade<div class="ExternalClassA2122DD07BB64EDFB09B0D07008BA6B7"><h3>Overview</h3><p>Following the GVS&DD Board’s approval of the alternative approach, Metro Vancouver will advance the updated preliminary design for the treatment plant upgrades. </p><p>The project will return to the GVS&DD Board as part of Metro Vancouver’s regular stage gate process. Board approval will also be sought for any procurements at or over $10 million and before advancing into detailed design for the plant upgrades.​<br></p></div>
Pilot testing of the treatment technology for the upgradesPilot testing of the treatment technology for the upgrades<div class="ExternalClassC417BFE196324DB195A82A2932FBC379"><h3>Overview</h3><p>​​In 2024, Metro Vancouver selected membrane bioreactor technology to provide secondary treatment for the plant. Metro Vancouver will be pilot testing this treatment technology to help inform the design of the future upgrades to the Iona Island Wastewater Treatment Plant. Construction of the pilot facility was completed in October 2025.</p><p>Membrane Bioreactor is a well-established technology that has been implemented at wastewater treatment plants around the world, servicing municipalities similar in size to Vancouver for over 30 years.</p><h3>Current activities</h3><p>Metro Vancouver is in the process of commissioning the pilot testing facility.​<br></p></div>
Causeway improvements Causeway improvements <div class="ExternalClassA7F917E4C37B4331BDCB9A3CE5441115"><h3>Overview </h3><p>Metro Vancouver is improving the Iona Island Causeway to provide safer access to Iona Island for all road users, upgrade utilities that serve the Iona Island Wastewater Treatment Plant, and better support construction needs during future phases of the Iona Projects.</p><p>There are two scopes of work:</p><ul><li>Road Works and Utility Upgrades</li><li>Foreshore Protection (future)</li></ul><h3>Current activities </h3><p>Construction on the Causeway Improvements – Road Works and Utility Upgrades is nearing completion. </p><p>Work completed as part of this project includes: </p><ul><li>​Upgrades to several underground utilities to support the wastewater treatment plant </li><li>Road improvements, including widening the travel lanes </li><li>Adding a construction vehicle queue lane and cycling shoulders on both sides of the road </li><li>Planting a landscaped boulevard </li><li>Construction of a greenway for pedestrians and recreational cycling​<br></li></ul></div>
Lagoon workLagoon work<div class="ExternalClassE741B124D9DF405E81777F557CCD3FEE"><h3>Overview</h3><p>Four lagoons have been in use by the wastewater treatment plant as part of the treatment process. As part of the treatment plant upgrades, the lagoons are being cleaned out and decommissioned for alternative uses during and after the Iona Projects. Metro Vancouver completed clean out of the southeast lagoon in fall 2024 and is in the process of cleaning out the northeast lagoon.</p><p>Clean out operations are taking place yearly until 2031 beginning in spring for approximately nine months per year. Metro Vancouver will continue to monitor and mitigate noise, odour, and wildlife impacts throughout operations.</p><h3>Current activities</h3><p><strong>Northeast Lagoon</strong></p><p>In spring 2026, clean out operations will resume in the northeast lagoon.</p><p><strong>Southeast Lagoon</strong></p><p>Metro Vancouver is preparing to partially infill the southeast lagoon with sand in spring 2026. After the lagoon is partially infilled, a standby diesel generator power system will be installed in the infilled area to support construction of the Iona Projects and keep the existing plant operational during a power outage. The existing plant does not currently have standby power and is vulnerable to a prolonged power outage. ​<br></p></div>
Biophysical studiesBiophysical studies<div class="ExternalClassF976C6345E0E40D1988BB0C30137B100"><h3>Overview</h3><p>Foreshore and terrestrial surveys are being completed to characterize the existing biological and physical conditions at Iona Island. The studies will help provide an understanding of the existing conditions and provide the basis for ecological enhancements, inform permitting, and support the development of a long-term monitoring program.</p><p>The biophysical studies include:</p><ul><li>Foreshore surveys</li><li>Terrestrial surveys</li></ul><p>The foreshore area is characterized as land below the high watermark. The foreshore existing conditions surveys were completed in 2022 and 2023. The foreshore study areas included: </p><ul><li>Marine and foreshore vegetation </li><li>Fish </li><li>Biofilm </li><li>Benthic infauna (including bivalves) </li><li>Wildlife (including birds, amphibians, and reptiles) </li><li>Sediment and water quality </li></ul><p>Terrestrial biophysical surveys are being completed in two parts. The first set of terrestrial surveys were completed in 2023 and 2024. The second set of surveys will begin in 2026.</p><h3>Current activities</h3><p>Planning for the second set of terrestrial surveys is underway and expected to begin in 2026.​<br></p></div>
Barge berthBarge berth<div class="ExternalClass1C929591B9CB4223A9E3D040F5D47F15"><h3>Overview</h3><p>Metro Vancouver continues to explore the need for a barge berth to support construction of the Iona Projects.</p><h3>Current activities</h3><p>Following the GVS&DD Board’s approval of the alternative approach, it remains to be determined whether a barge berth would still be needed to support construction.</p><p>We will continue to update the community on early works, including any updates relating to the proposed barge berth. All input to date remains part of what would be considered as part of informing any next steps to this scope.​<br></p></div>
Geotechnical investigationsGeotechnical investigations<div class="ExternalClass9A393CFD27204396B062847F92ACF574"><h3>Overview</h3><p>The challenging geotechnical conditions in the Fraser River Estuary require extensive ground improvements to protect the new plant from future seismic events and sea level rise. </p><p>Ground improvements to meet seismic design considerations include stone columns and an underground seismic barrier. Metro Vancouver is planning a geotechnical investigation program for mid-late 2026 to supplement the major investigation program completed in 2022. The upcoming investigations will help fill data gaps and support ongoing design of the treatment plant upgrade.​<br></p></div>
PermittingPermitting<div class="ExternalClass8FC54FA6868449B486794D27D3AD2388"><h3>Overview</h3><p>Work to obtain required permits and approvals is ongoing throughout the lifespan of the projects.​<br></p></div>

Significant milestones to prepare the site for construction are already being reached. Due to the complexity of the Iona Projects, many of the works underway will continue for multiple years and even multiple phases of the project. ​

 

 

Biosolid stockpile removal Biosolid stockpile removal <div class="ExternalClassED0E8A1C970B428BB5ACB64BEF82DBAE"><h3>Completed activities</h3><p>Over 500,000 tonnes of land-dried biosolids have successfully been removed from Iona Island to make way for construction of the new Iona Island Wastewater Treatment Plant. Historically, biosolids were dried on the eastern portion of the Iona Island Wastewater Treatment Plant site, resulting in a stockpile. The effort to remove the biosolids spanned over a decade and was completed in June 2024. </p><p>Biosolids are recovered from wastewater treatment and are rich in the nutrients and organic matter that plants love. Biosolids can be used as an ingredient to build healthy soils and restore disturbed and degraded land. Outfall pipe condition assessmentOutfall pipe condition assessment<div class="ExternalClassBA897231155B49389769082F13661F44"><h3>Completed activities</h3><p>A condition assessment, topographic surveys, geotechnical investigations, and jetty slope inspections took place from May 2024 – late June. ​<br></p></div>
Ferguson Road RealignmentFerguson Road Realignment<div class="ExternalClass48AFE4A3BF974E2D8F5762C5EDE47333"><h3>Completed activities</h3><p>Vancouver International Airport (YVR) and Metro Vancouver are pleased to announce that the newly re-aligned Ferguson Road opened for public use on October 9, 2024. The new 2.2-kilometre section of roadway both enhances current and supports future transportation needs. The project, valued at $28 million, was jointly funded by YVR and Metro Vancouver, showcasing a strong partnership in advancing regional infrastructure.</p><p>Road improvements include wider vehicle lanes, dedicated turning lanes, and paved shoulder lanes for on-road cycling. Biosolids Dewatering FacilityBiosolids Dewatering Facility<div class="ExternalClass022305A806F34FA6A98029B6FAEF5053"><h3>Completed activities</h3><p>Construction of a new biosolids dewatering facility was completed in 2022 that will help Metro Vancouver to more efficiently use wastewater as a resource and is an important first step to making critical upgrades to the treatment plant. The Biosolids Dewatering Facility at Iona Island Wastewater Treatment Plant is fully enclosed and has stringent odour controls. Metro Vancouver is working with key stakeholders, the public, and xʷməθkʷəy̓əm (Musqueam Indian Band) to consider their interests and the project’s fit with the community.

Metro Vancouver will:

  • Provide information in a timely manner
  • Listen to interests and priorities
  • Collaborate on how the plant is integrated with Iona Beach Regional Park and the surrounding environment
  • Collaborate on resource recovery opportunities
  • Take feedback to the project team and report back on how it has been addressed
  • Establish a single point of contact the community can reach to discuss the projects
